Kurdish Peshmerga who now work for the ICDC, the cetralized Iraqi Civil Defence Core, protect a checkpoint north of Makmur. The flag that flies is Kurdish, and there is no indication of the Iraqi state which is usual this far north.
All of the Peshmerga were under the leadership of Kurdish rulers in Iraq's north before and during the war, though now some of them have joined the new ICDC, though many question their loyalty.
Kurds were not permitted on this land under Saddam's regime. He forced hundreds of thousands from the area in a program called Arabization and established a green line which they were not to live south of. When Iraq was occupied, America administrators demanded the Kurds stay north of the line, as demarked on March 19, 2003 (a day before the war began) until land disputes were settled. Recently the US administration allowed the Kurds to move south, back into their villages.
